On the Day of Pentecost, Apostle Peter, freshly filled with the initial outpouring of the Holy Ghost, stood up to speak with authority to those Jews that had gathered.
"But Peter, standing up with the eleven, lifted up his
voice, and said unto them, Ye men of Judaea, and all ye that dwell at
Jerusalem, be this known unto you, and hearken to my words:" - Acts 2:14

Having his understanding opened by Jesus when he received
the Great Commission (Luke 24:44-49), Peter preached the first gospel message
(Acts 2:14-40).
Jesus had given Peter the keys of the kingdom and authority
to bind and loose.
"And I will give unto thee the keys of the kingdom of
heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and
whatsoever thou shalt loose on earth shall be loosed in heaven." - Matthew
16:19 KJV
According to Thayer’s Greek Lexicon, it appears that the
authority Jesus gave Peter to bind and loose was authority to declare law and
to annul law.
When the Jews heard that Jesus, whom they had crucified, is
both Lord and Christ, they were pricked in their hearts and asked Peter and the
rest of the apostles, Men and brethren, what shall we do? (Acts 2:36-37).
It was at this point, that Peter used his authority to
declare law that would officially be keys to the kingdom. Peter was
establishing doctrine for salvation – Acts 2:38.
"Then Peter said unto them, Repent, and be baptized
every one of you in the name of Jesus Christ for the remission of sins, and ye
shall receive the gift of the Holy Ghost." - Acts 2:38.
"For the promise is unto you, and to your children, and
to all that are afar off, even as many as the Lord our God shall call." -
Acts 2:39 KJV
